Three CCSD Teachers earn National Board Maintenance of Certification(MOC) in 2025-2026.

Chesterfield County School District is proud to announce the achievement of National Board Maintenance of Certification for Heather Campbell, Tonya Jacobs and Shannon Outlaw.


Heather Campbell has been employed in Chesterfield County for two years and teaching for a total of 32 years. She is currently the SPED Self-Contained teacher for Cheraw High School. Mrs. Campbell’s School Principal, Dr. Palmera-Acosta wrote, “Mrs. Campbell has been a tremendous addition to the Cheraw High School faculty. She brings strong instructional expertise, patience, and genuine care for her students, while consistently collaborating with colleagues to ensure every student receives the support they need to succeed. We are grateful for the positive impact she continues to make in our school community”.

Tonya Jacobs has been employed in Chesterfield County for 32 years and all of those years have been at Long Middle School. Ms. Jacobs is currently the Literacy Coach. Her School Principal, Ms. Caldwell wrote, “Ms. Tonya Jacobs is a dedicated educator who works tirelessly to support both teacher and students. She is consistently available to provide guidance, assistance, and encouragement whenever needed. As a Master Teacher, Ms. Jacobs leverages her extensive knowledge of best instructional practices to strengthen teaching and improve student achievement at every opportunity”.

Shannon Outlaw has been teaching for a total of 26 years, all earned through employment with Chesterfield County. She is currently a Literacy Coach at McBee High School. Mrs. Outlaw’s School Principal wrote, “Shannon Outlaw is an outstanding member of our staff. She exemplifies collaboration and excellence in everything she does. She goes above and beyond not only to assist students in achieving more, but also in collaborating with colleagues to improve instruction. She shows up and shows out every day”!

National Board’s Maintenance of Certification measures how a National Board-Certified Teacher has demonstrated that they are an accomplished teacher, they have continued to grow in their professional practice and have positively impacted student learning. Maintenance of Certification requires National Board-Certified Teachers to document their professional accomplishments every five years to keep their Board certification current and valid.
