Chesterfield County School District uses South Carolina’s ADEPT evaluation system to support educator growth and professional development. Select your evaluation area below to find the information, timelines, forms, and resources you need.

-- ADEPT & SCTS 4.0 Overview --

ADEPT:  Assisting, Developing, and Evaluating Professional Teaching 

The Expanded ADEPT Support and Evaluation System for Classroom-Based Teachers is designed to continuously develop educators at all performance levels through an evaluation system that is valid, reliable, and fair and that produces actionable and constructive feedback to support professional growth. 


SCTS 4.0

South Carolina Teaching Standards (SCTS) 4.0 is the state’s primary evaluation model for classroom-based teachers. As part of the Expanded ADEPT system, it outlines standards for effective teaching and supports educators’ professional growth throughout their careers, from teacher preparation and induction to evaluation and ongoing development.

ADEPT for Special Areas, school librarians, school counselors, and speech-language professionals, was implemented with the 2021-2022 school year.  These educators will be evaluated under the ADEPT for Special Areas model which uses a 4-level rubric to measure growth, equips administrative evaluators with knowledge of the unique roles and responsibilities, aligns to national standards/organizations, and reduces paperwork.

Please note that CCSD has its own SLO Scoring Rubric/Business Rules and does not use the state’s rubric that is located on the state’s web page.

New teachers to the profession and from out of state receive assistance during this stage that is designed to promote their successful transition into professional practice and prepare them for summative evaluation during the next phase.

SCTSs 4.0 is the evaluation tool used for classroom-based teachers undergoing Summative Evaluation.

The GBE is now incorporated into the SLO for classroom-based teachers.  Special area educators or teachers that teach less than 6 students will complete a Professional Goal(s) in SCLead.org.

-- Professional Growth and Support --

Competence-building professional growth and development plans are appropriate for use with induction-contract teachers as well as with annual-contract teachers who are receiving diagnostic assistance.  Competence-building professional growth and development plans may also be appropriate for teachers who are undergoing formal evaluation and for teachers who are participating in goals-based evaluation (GBE) when performance weaknesses have been identified. 

These plans may be used to provide targeted professional growth and support when performance needs have been identified.

-- Frequently Asked Questions --

  • A supervisor has the right to place any employee on a formal evaluation cycle with proper notice. A competency building plan may be implemented and/or a formal ADEPT evaluation can be completed for any teacher, guidance counselor, speech therapist, or media specialist. 

  • Each employee will be formally evaluated using the state ADEPT model and given a comprehensive orientation into the evaluation process.   Information about the different evaluations can be found at SCDE's Educator Certification.

  • At the end of the formal evaluation cycle, the results are downloaded into the SCDE’s ADEPT Data System.  Results are listed as listed as “MET” or “Not Met”. Specific results for each performance standard are also listed.  Incomplete evaluations or resignations that occur prior to the final conference are reported as “Incomplete” rather than “Not Met” on the state’s website.   The recommended evaluation for the following year will be listed as “Hired, Not Hired, Resigned, or Retired.”  All South Carolina Districts have access to this information.
